Ground Level view puts you inside/under the site build-up. Click on "Exit Ground View" if Google Earth enters that mode.

Zoom in towards the facility, but not too close. Before Google enters "Ground View", stop zooming and tilt your view by holding down the middle wheel button of your mouse and draging your mouse up or down on the screen.

Holding down the left mouse button while moving the mouse will pan around and holding the middle wheel button while moving the mouse will change your view angle and rotation.

Avoid rolling the middle wheel which is zoom and will often put you under the facility. Click on "Exit Ground View" if Google Earth enters that mode.
